Wanneer er in het onderzoek wordt gesproken over de Rijksoverheid dan worden daarmee alle departementen en diensten van de Rijksoverheid in Caribisch Nederland bedoeld, zoals: de Belastingdienst, ZVK, Sociale Zaken, de politie etc.
